Being that I am from Montana, I totally agree with Montana. The Montana Law is called HB #246 aka Montana Firearms Freedom Act. This is a 10th Amendment right. Hopefully many more states will do the same. Who is in charge? The people or the government?

The answer will vary from State to State. I know that a non US citizen can take the Bar Exam in New York. I don’t know about Montana. Take a look at their web page:

I don’t know of any specific law, but if you know the person who made the threat, I would certainly file a police report. It would be good to have that on record if something happens to the poor dog.
